What it guarantees
the same contract as the modal
- Escape closes it, and so does the backdrop.
- Focus goes in and comes back. Opening moves focus to the first control inside; closing returns it to the button that opened it.
- Tab stays inside while the panel is open, so you cannot wander into the page behind it.
- The page behind does not scroll out from under the panel.
